How each category gets its rating, with a source
4 of 6 categories behind the grade are rated, with a source. The rest is honestly marked as “not ratable”, not an invented value.
How the figure is calculated: 4 of 6 areas are backed by evidence: 100 + 55 + 82 + 61. That gives 75. All areas count equally. Weighted with the model assessment of the report (66) by the share of rated areas (4 of 6) the final figure is 72. Areas without evidence are left out, not estimated.

Legal findings: 0. Legal opportunities: 0. The tenancy law framework is taken into account.
- – Tenancy law: Irish residential tenancy law under the Residential Tenancies Act 2004, as amended by the Residential Tenancies (Miscellaneous Provisions) Act 2026, in effect from 01.03.2026. Dublin is in a Rent Pressure Zone. This does not produce a statutory ceiling on the rent first agreed for a new tenancy. Only the increase within an existing tenancy is capped. The figures of €1,350 to €1,600 a month given in the dossier are therefore expressly a market-observed rent range and not a statutory upper or lower limit. The year of construction of the property is not stated. It cannot be said conclusively whether the exemption for new-builds with construction starting after 10.06.2025 applies. The description as a mature residential development clearly argues against it.
Estimated from this report's repair cost estimate (8000 to 28200 EUR, about 525 EUR per m²) and the condition stated in the listing. Without photos and without a viewing, therefore at most 85.
- – Repair costs according to the report: 8000 to 28200 EUR
- – Condition according to the listing: “well maintained, move-in ready according to the listing”
The report names comparable properties (number: 4), none of which could be verified against the original, so it carries no verdict.
Location: the location grade of the report. If an official finding (noise, zoning, broadband, streetscape protection) is weaker, it sets the figure instead; the findings are listed as evidence.
- – Own location assessment from surroundings and infrastructure (6 items recorded), not official evidence
Estimated without an energy certificate, so rated more cautiously.
- – Class C as stated in the listing, without an energy certificate on file
No official retrieval is available for natural hazards, so there is no figure here. The climate-risk assessment in the report is an indication, not official evidence.
Liquidity can only be judged once the same property appears on the market a second time. This is the first report on this object, so the category does not count here.
0 of 5 verifiable figures are backed by official evidence or a documented floor plan figure. Not every country keeps an official register for every figure, so a low share can also be due to that.

How to proceed
What we recommend
The asking price of 295,000 € sits within the local range of 268,000 € to 298,000 €, though at its upper end. Open the negotiation with a starting bid well below your ceiling and draw the line at 252,747 €, the conservative value. And do not place a bid before the remaining lease term, the reserve fund balance and the BER figure are in writing.

Value derivation at a glance
The golden band is the market value range, the tick marks this property's market value. Both share the scale of the bars above.
From the asking price, via the customary negotiation discount and the property-specific add-ons and deductions to the market value, then the fixed safety discount to the conservative value.

Reasoning
The market base value for a one-bedroom apartment in a normal, average reference condition in Clontarf is €8,800 per m². This is evidenced by three points: a currently listed 32 m² unit on Castle Avenue at €275,000, that is, €8,594 per m². A currently listed 34 m² unit in the same development at €295,000, that is, €8,676 per m². And, above all, an actually achieved transaction in the same development, in which a one-bedroom unit changed hands in October 2024 for €317,000 against an asking price of €295,000. Small units carry a premium per square metre in Dublin. Is why the base value sits above the calculated median asking price of around €285,000 for one-bedroom apartments in Clontarf. The market-typical discount from the asking price to the purchase price is set at 0 per cent. In this segment and this location the evidenced transaction was above the asking price and bids are regularly driven up rather than pushed down. Property-specific adjustments of minus 7.5 per cent in total apply to the base value of €303,600, giving a market value of €280,830. The asking price of €295,000 lies within the range of €268,000 to €298,000 and so within the locally customary bracket, albeit at its upper end. The conservative value of €252,747, that is, the market value minus ten per cent, is the safety line and at the same time the recommended ceiling for any offer.
konservativ
€253,000
A market correction of ten percent on the market value. Additional assumption: the reserve fund is underfunded and the management fee keeps rising. This value is also the recommended purchase ceiling.
basis
€281,000
Market level stays stable, tenure and reserve fund turn out unremarkable, condition matches the description, no special levy in sight.
optimistisch
€298,000
Remaining lease term well over 100 years, well funded reserve, no major works resolved, persistently tight supply of small units in Clontarf. Matches the upper end of the range, no premium beyond that.

Set purchase price, incidental costs and renovation and see straight away what you really pay. The recommended negotiation target is the conservative value.

Practically identical in number of bedrooms, floor area, energy rating and location. Important caveat: the size, the price and the BER rating match the subject property so closely that this could be the same unit listed on a second portal. If so, it is not an independent reference but the same asking price. For this reason, the valuation was not based on this alone.

The strongest reference in the dossier, because it is an actually achieved purchase price in the same development and the same size class. Deviation: the sale took place around 22 months ago, and the floor, the orientation and the condition of the unit are not known. It also shows that deals in this segment close above the asking price.

Same area and same property type, but double the floor area, two bedrooms, two bathrooms and, with B3, a markedly better energy rating. Documents first, bid afterwards: ceiling of 252,747 €
Opening bid well below the ceiling of 252,747 €
Start noticeably below your ceiling so that real negotiating room remains up to 252,747 €. In the end do not accept more than 252,747 €. This ceiling is the market value of 280,830 € less a ten percent safety buffer. On top of this, budget for 1 percent stamp duty, around 2,527 € on this amount, plus the costs of the solicitor, the structural survey and the bank's valuation.
No bid before the documents have been checked
The listing promotes bidding online. Do not let that pull you into a bid without checking things first. Ask for these first. A copy of the lease with the remaining term, the annual accounts and the sinking fund balance, the management fee budget, the minutes of the last members' meetings, and the BER certificate with number and Advisory Report. A bid is not binding until the contract is signed, under Section 51 of the Land and Conveyancing Law Reform Act 2009. It does put you under pressure.
Commission a structural survey, without exception
Caveat emptor applies in Ireland: the seller owes no disclosure of structural defects, the burden of investigation lies with you. For a development with no stated build year, the survey is your only protection. Make sure it explicitly covers damp in the bathroom and external wall, the condition of the windows, the age of the gas boiler and the condition of the common areas.
Demand the mandatory documents, do not just ask for them
What is owed: the BER together with the Advisory Report, the Contract for Sale under the Law Society General Conditions of Sale, 2023 edition, complete answers to the Standard Objections and Requisitions on Title, the planning permission with Certificate of Compliance, and, for a flat, the management company's certificate of no outstanding contributions under Section 18 of the Multi-Unit Developments Act 2011. If any one of these is missing, do not complete. Without the Law Society's contract documents, the warranties on notices, planning law, boundaries and easements are missing, and it stays down to plain caveat emptor.
Factor the management fee into the buying decision
1,818.88 € per year is around 152 € a month and more than 18,000 € over ten years, with no increase factored in at all. Ask to see how it has developed over the last three years. If the fee rises significantly on a regular basis. The reserve fund is thin, that is a pricing argument and, if in doubt, a reason to walk away.
Confirm insurability before bidding
Following the overtopping of the sea wall in February 2026, with the flood defence upgrade not due until 2033, flood cover in Clontarf cannot be taken for granted. Get the development's insurance certificate and have your own insurer confirm in writing at what premium they will provide cover.
Your arguments
- 1In the same development, a one-bedroom unit with 34 m² and BER C3 is on the market at the same price. Two units available in parallel weaken the seller's ability to hold the price.
- 2A one-bedroom flat currently for sale on Castle Avenue in Clontarf costs 275,000 € and has the better C1 energy rating. This property still has to justify the 20,000 € difference.
- 3The management fee of 1,818.88 € per year works out at around 52.72 € per m², above average for 34.5 m². This cost reduces the price a buyer can reasonably pay.
- 4Neither the build year nor the tenure, the remaining lease term or the reserve fund balance are stated. As long as this information is missing, a price at the upper end of the range cannot be justified.
- 5The advert states the BER rating but neither the BER number nor the kWh per square metre per year figure, even though both are required in every advert under the European Union (Energy Performance of Buildings) Regulations 2012.
- 6The balcony faces the street side and is therefore worth less as an outdoor space than one facing a quiet aspect.

Details
Apartments in Irish developments are usually held as long leasehold, often for 500 or 999 years, with the common areas and residual rights resting with the owners' management company. The listing states neither the tenure nor the remaining term. If the remaining term falls below around 70 years, banks lend more cautiously and resale suffers. The building investment fund under Section 19 of the Multi-Unit Developments Act 2011, commonly called the sinking fund, covers major expenditure such as the roof or the facade. If it is empty and works are due, they are spread across the owners as a one-off levy, which can run into five figures. With a service charge of €1,818.88 for 2026 and no breakdown at all, it is unclear how much even flows into the sinking fund. How to check: request the management company's annual accounts, the sinking fund balance, the budget. The minutes of the last members' meetings, asking specifically about planned major expenditure.
No kWh figure in the listing despite being a mandatory disclosure
Details
The BER rating C3 is stated, but the energy value in kWh per square metre and year and the BER number are missing. Both are owed in every advertisement under the European Union (Energy Performance of Buildings) Regulations 2012 (S.I. No. 243 of 2012). A breach is an offence carrying a fine of up to €5,000 per case, enforced by the local Building Control Authority. How to check: request the BER certificate with its number and expiry date, together with the Advisory Report. Cross-check the entry by MPRN in SEAI's public BER register. If the actual figure is higher, heating costs will be higher than the rating suggests.
Outstanding service charges attach to the unit
Details
Arrears from the previous owner remain attached to the apartment and fall on the purchaser if they are not settled out of the purchase price at completion. The management company can sue for them as a simple contract debt. How to check: the owners' management company's certificate of outstanding contributions under Section 18 of the Multi-Unit Developments Act 2011 is owed before completion, not merely desirable. If it is missing, do not complete.
Coastal flooding in Clontarf and insurability
Details
In February 2026, the sea wall in Clontarf was overtopped at high tide. The promenade, the cycle path and the car parks were under water, and the water reached the boundaries of the properties opposite. According to the reports, the upgrade of the flood defences is not planned until 2033. A first-floor apartment is largely protected against water ingress. What would be affected is access, the low points of the development, and above all the premium or the availability of buildings insurance. How to check: look up the flood zone using Ireland's official flood information map service, request the development's proof of insurance including flood cover. Ask about the development's claims history.
Year of construction not stated
Details
The listing says only mature residential development. Without a year of construction, the method of construction, the age of the windows, the age of the pipework and the condition of the common areas cannot be assessed, and the remaining service life of the building elements stays open. How to check: ask the vendor for the year of construction, cross-check it against the Certificate of Compliance and the BER record. Commission a structural survey. Caveat emptor applies in Ireland.
Floor area under 40 m²
Details
34.5 m² is a small floor area for an apartment. Some banks take a cautious view of units under 40 m², and the pool of buyers on resale is limited to singles, commuters and investors. How to check: before making an offer, clarify the financeability of this size with the bank in writing, otherwise the financing falls through after the bid is accepted.
Service charge without a breakdown
Details
€1,818.88 for 2026 works out at around 152 € a month and around €52.72 per m² and year. That is above average for a small unit and noticeably reduces the net yield. Without a breakdown, it is not clear what is spent on insurance, cleaning, lighting, the lift and management, and what goes into the sinking fund. How to check: request the management company's itemised budget and how the charge has developed over the last three years.
Online bidding process
Details
The listing promotes submitting bids through an online feature. Such a process accelerates price formation upwards and tempts bidders into offers without a completed review. How to check: before the first bid, set out the mortgage approval, the document list and the ceiling in writing. Do not depart from them. A bid in Ireland is not binding until the contract is signed, under Section 51 of the Land and Conveyancing Law Reform Act 2009. That does not protect against overpaying.

market assessment
Established coastal location with stable demand
Details
The promenade, St Anne's Park and Bull Island within walking distance, bus route 130 almost on the doorstep, and the DART nearby. This combination keeps demand for small units in Clontarf high. The median asking price for one-bedroom apartments in Clontarf is around €285,000, and the property, at €295,000, is only slightly above that.
Documented sale prices above the asking price
Details
A one-bedroom unit in the same development sold in October 2024 for €317,000, against an asking price of €295,000. This evidences sound demand in this segment and supports the value on the downside.
Lettability
Details
For a well-maintained one-bedroom apartment in this location, a sustainably achievable rent is around €1,600 a month (excluding service charge). Relative to the asking price, that gives a gross yield of 6.5 per cent before the service charge, insurance and tax.
Energy retrofit eligible for grants
Details
Moving from C3 to B is realistic through windows, seals, hot water and, with the management company's consent, a heat pump. Grants from the state energy agency cover part of the cost. This raises comfort and resale value.
Resident parking space
Details
Resident parking spaces are not a given in Dublin 3 and are a selling point in their own right on any later resale or letting.

What might be behind it: 4 possible Reasons for sale, 6 anomalies and 10 points to check
This is a small unit in an established development in Clontarf, an established coastal area of Dublin 3 with a tight supply of small flats. Several completed sales are documented for the same development, including a one-bedroom unit on 01.10.2024 for 317,000 € against an asking price of 295,000 €. A two-bedroom unit on 26.10.2022 for 340,000 € against an asking price of 325,000 €. Both were above the asking price, so the segment is in strong demand. The listing was created on 19.08.2026 and last updated on the same day, so it is only at the start of marketing. No time on market or price reduction is visible. What stands out is not the price but the gap in the documentation. Build year, tenure, remaining lease term and reserve fund balance are all missing.
Possible reasons for sale
market assessment
Moving to a larger home
Plausible for a one-bedroom unit of 34.5 m². Flats like this are typical starter properties that get resold after a few years. This is an inference from the property type, not a finding.
Sale by an investor
A small unit with a high gross yield and, at the same time, a high management fee is a classic investor property. Rising management costs and the tenancy termination and rent rules tightened since 01.03.2026 give private landlords a reason to exit. An assumption, not evidenced in the listing.
Upcoming costs of the development
Conceivable if major works have been resolved or are foreseeable and the reserve fund does not cover them. The listing is silent on the reserve fund and resolved works, and that is exactly the point the management company's records need to clarify. A pure working hypothesis, not an accusation.
Probate sale or winding up a household
A common reason in an established development with older owners. No indication of this arises from the listing.
Anomalies
- ! The mandatory energy figure in kWh per square metre per year is missing from the advert. Is the BER number, even though the C3 rating is stated.
- ! The tenure is not stated. For a flat in an Irish development, long leasehold is the norm. The silence on this is unusual, and the remaining term is relevant to value.
- ! The management fee is stated to the cent but not broken down, and not a word is said about the reserve fund or resolved works.
- ! No build year, only the phrase mature residential development. That is a description, not a figure.
- ! A unit with an identical number of rooms, identical floor area, identical BER rating and identical price is being advertised in Clontarf by another agent. Either this is the same flat marketed twice, or an identical neighbouring unit. Either way this needs to be clarified before bidding, because two identical units offered in parallel change the negotiating position.
- ! The listing promotes submitting bids through an online feature. That drives price formation upward.
Check before buying
Request the Folio from Tailte Éireann and read Part 3 with the burdens
A registered burden binds you without your consent. In addition, easements and profits a prendre bind you even without registration, under Section 72(1)(h) of the Registration of Title Act 1964.
Ask for a copy of the lease with the remaining term
If the remaining term falls below roughly 70 years, banks lend more cautiously and resale suffers. The listing does not state the term.
Obtain a statement from the owners management company on outstanding service charges
Outstanding service charges attach to the unit. If they are not settled out of the purchase price on completion, the claim falls on you. This is based on Section 18 of the Multi-Unit Developments Act 2011.
Check the annual accounts, the sinking fund balance and the meeting minutes
An empty reserve fund with roof or facade works looming leads to a special levy that can run into five figures. The building investment fund under Section 19 of the Multi-Unit Developments Act 2011 is the decisive item.
Commission a structural survey from a chartered building surveyor
Caveat emptor applies in Ireland. The seller owes no disclosure of structural defects. The burden of investigation lies with you. The survey is not a formality, it is your real protection.
Request the BER certificate with number and Advisory Report and cross check it in the register
The listing gives only the rating. The kWh figure decides the actual heating cost, and the advisory report says which measures are worth doing.
Have the solicitor carry out a planning search with the council
You need confirmation that the unit and any alterations are approved. Without a Certificate of Compliance, the bank regularly refuses to release funds.
Clarify the flood zone and insurability
Clontarf is at risk of coastal flooding, the sea wall was overtopped in February 2026, and the defence upgrade is not planned until 2033. The premium and cover determine your ongoing costs.
Ask for complete answers to the Objections and Requisitions on Title
A false answer gives rise to liability for misrepresentation. A question not asked gives rise to nothing. The completeness of this questionnaire is your real protection.
Get it in writing from the bank whether a unit under 40 m² is mortgageable
Some lenders value very small units cautiously. This needs to be clarified before the bid, not after.

Letting potential
€1,600 a month (excluding service charge) is a sustainably achievable rent for a well-maintained one-bedroom apartment with a balcony and a resident parking space in Clontarf, not the best case. Current comparable listings in Clontarf range from around €1,250 for a basic one-bedroom unit on Vernon Avenue to around €1,795 on Clontarf Road. Relative to the asking price of €295,000, that gives a gross yield of 6.5 per cent, that is, €19,200 in annual rent. From that, €1,818.88 in service charge, insurance, maintenance, vacancy risk and tax are deducted, so the net yield sits well below that. Dublin is in a Rent Pressure Zone. A rent increase is possible at most once a year and is capped at the lower of 2 per cent and the Consumer Price Index. If the apartment is taken over let, the purchaser steps into the existing tenancy, including the rent level and the deposit. Rent used for rental income and income value: EUR 1,600 per month (EUR 46.38 per m²), the sustainable rent of this valuation.
Rent check · what is allowed, what is usual
For tenants and landlords: the permitted upper limit, the market value and the realistic lower limit of the net rent. This way both sides negotiate with clear figures.
€1,600

Legal framework
Irish residential tenancy law under the Residential Tenancies Act 2004, as amended by the Residential Tenancies (Miscellaneous Provisions) Act 2026, in effect from 01.03.2026.
- · Rent used for rental income and income value: EUR 1,600 per month (EUR 46.38 per m²), the sustainable rent of this valuation.
- · The fields for the rent level (min, market, max) reflect the achievable market rent, not an officially or statutorily fixed limit. The initial rent for a new tenancy is freely agreed in Ireland. Only the increase within an existing tenancy is capped.
- · Sale does not override tenancy. If the apartment is taken over let, the purchaser steps into the existing tenancy and is bound by the rent level and the deposit. An apartment with an old, low-rent agreement is therefore worth less to a buyer than a vacant one.
- · New tenancies have run for at least six years since 01.03.2026. An existing tenancy may not be reset to the market rent, except following a substantial refurbishment.
- · Since 01.03.2026, the grounds for termination have depended on the size of the landlord. A small landlord with one to three tenancies may additionally terminate for their own family's use. Within the six-year cycle for unreasonable financial hardship or in order to sell. A large landlord with four or more tenancies, or a company, may only end the tenancy for a breach by the tenant or. The dwelling is unfit for habitation.
- · A rent increase within an existing tenancy is possible at most once a year and is capped at the lower of 2 per cent and the Consumer Price Index. For apartments with construction starting after 10.06.2025, the 2 per cent cap does not apply, and only the index applies there.
- · A tenant gains security of tenure once they have lived in the apartment continuously for six months without a valid notice of termination.
- · The deposit must be repaid promptly (Section 12(1)(d) of the Residential Tenancies Act 2004). The landlord must evidence any deductions for rent arrears or for damage beyond normal wear and tear. The purchaser takes on this obligation along with the tenancy and should have the deposit credited at purchase.
- · Registering the tenancy with the Residential Tenancies Board is mandatory. Before a purchase with a sitting tenant, the tenancy agreement together with the start date, the date and amount of the last increase. Proof of the deposit held should be obtained.
- · The service charge of €1,818.88 a year is the owner's responsibility when letting and cannot be passed on to the tenant. It must be deducted in the yield calculation.

3 subsidy programmes match this property, with amount and requirement
These current programmes match the property and the planned renovation. Important: subsidies usually have to be applied for BEFORE the measure begins.
Individual measures such as insulation, windows, hot water, solar and heat pumps. For an apartment within a development, works to the facade, the roof and the windows are only possible with the management company's consent, whereas internal measures can proceed directly.
AmountVaries by measure. For heat pumps, apartments carry their own, lower rates than houses, and the simple replacement of an existing heat pump carries a further reduced rate. The exact amounts are available on the programme page. They were changed several times in 2026.
Condition: Application before the works begin, execution by a registered contractor, and a BER assessment on completion. The building must have been constructed before the programme's relevant cut-off date.
View programme →A bundled retrofit of several measures through a registered provider, who takes on the planning, the execution and the grant administration.
AmountA grant at the level of each measure, adding up to considerably more than with individual applications. Specific amounts are on the programme page.
Condition: Handled exclusively through a registered One Stop Shop, with a target rating and a minimum improvement under the programme rules as amended in 2026. An application before the works begin.
View programme →A fully funded energy upgrade for eligible households, at its core insulation, windows and heating controls.

Coastal flooding
Clontarf is regarded as the least protected point in the city. In February 2026, the sea wall was overtopped at high tide and the promenade, the cycle path and the car parks were under water. According to the reports, the upgrade of the flood defences is not planned until 2033.

Micro-location
An established development in the Vernon Avenue area of Clontarf, Dublin 3. Everyday shopping, cafés and shops are concentrated along Vernon Avenue close by. The seafront promenade and the cycle path along the bay, as well as St Anne's Park and Bull Island, are within walking distance.
The balcony faces the street, so traffic noise is to be expected, while the development itself sits within a settled residential environment.
Macro-location
Dublin 3, around 4 km north-east of the city centre, is one of the city's sought-after coastal locations, with long-term stable demand and a low supply of new-build in the small-apartment segment. The overall median asking price in Clontarf is around €650,000, and around €285,000 for one-bedroom apartments.
Dublin City Council steers development through the Development Plan 2022 to 2028, in which Clontarf is zoned at its core for residential use.
Development
The supply of small units in Clontarf is tight, demand is stable, and actual completions in the one-bedroom segment are demonstrably above the asking price. Two points will determine value in the coming years: first, the timeline of the flood defence project along the promenade.
According to the reports is not planned until 2033 and will affect insurance premiums until then. Second, the cost trend of management companies, which hits the net yield disproportionately hard for small units.

Dublin City Council is the responsible authority. The planning files and permissions for this address can be viewed through the Council's planning search, and additionally through the national planning portal. Before purchase, the solicitor carries out the planning searches. That is the binding route. What should be obtained are. The planning permission with its conditions, the Certificate of Compliance with Planning Permission and Building Regulations from the architect or engineer, the Commencement Notice. Where relevant, the Certificate of Compliance on Completion. These rest on the Planning and Development Act 2000 and the Building Control Act 1990 together with the Building Regulations. The zoning objective in the Dublin City Development Plan 2022 to 2028 governs the permitted use. Can be found via dublincity.ie and the Council's geodata. The listing mentions no extension, no attic conversion, no sunroom, no glazed-in balcony and no change of use. An unauthorised structure should therefore not be assumed. Should a structural alteration become apparent at the viewing, the permission or a retention permission should be requested for it. Without proof, a bank will regularly refuse to release funds, and resale will stall at the same point. After seven years from the start of a development, the authority can no longer enforce under Section 157(4) of the Planning and Development Act 2000. The structure remains unauthorised but immune, that is, tolerated but not permitted.

Authorities check · what Scan my Home checked for you
Scan my Home actively researched the officially relevant points: what is publicly findable, what the result was, and which document provides the full answer.
Clontarf is zoned as predominantly residential in the Dublin City Development Plan 2022 to 2028, and the Council's zoning geodata is publicly available. No pending planning case and no indication of an unauthorised alteration was found in public sources for the specific development. The listing states no extension and no change of use.
You need:
Instruct your solicitor to carry out a planning search with Dublin City Council for the exact address and the neighbouring sites. Ask the seller for the planning permission with conditions and the Certificate of Compliance with Planning Permission and Building Regulations. For this you need the exact address with Eircode and, if available, the number of the original permission. Without this proof it stays unclear whether alterations were approved, and the bank regularly refuses to release funds.
The listing states the C3 rating but neither the BER number nor the kWh per square metre per year figure. Both are required in every listing. Every certificate can be checked via the MPRN in the state energy agency's public register. An entry for this unit could not be looked up without a number and without the exact address.
You need:
Ask the agent for the BER certificate with number and expiry date, as well as the BER Advisory Report. Both must be handed over before completion, under the European Union (Energy Performance of Buildings) Regulations 2012 (S.I. No. 243 of 2012). Then check the entry against the public BER register using the flat's MPRN. A certificate is valid for ten years. Its absence is an offence carrying a fine of up to 5,000 € per case, enforced by the Building Control Authority.
Clontarf is documented as at risk of coastal flooding. In February 2026 the sea wall was overtopped at high tide, the promenade, cycle path and car parks were under water. The water reached the boundaries of the properties opposite. According to the reports, the flood defence upgrade is not planned until 2033. Whether the specific development lies in Flood Zone A or B could not be determined without the exact address.
You need:
Look up the flood zone for the Eircode via the public map service of the Irish flood information system. Also ask the management company for the development's insurance certificate with explicit flood cover, and the claims history for the last ten years. Before bidding, get a quote from your own insurer so you know whether and at what premium cover is available.
The listing states neither the tenure nor the Folio number. There is no indication of a right of way, a right of residence, or use by a third party. Without the Folio it cannot be said which burdens are registered. A validly created and registered easement binds every later owner, without their consent being needed.
You need:
Have your solicitor request the Folio and the Land Registry map from Tailte Éireann. Read Part 3 of the Folio, where the burdens are listed. For this you need the Folio number and county, or the exact address. Note the pitfall: easements and profits a prendre bind registered land under Section 72(1)(h) of the Registration of Title Act 1964 even WITHOUT registration. Long as they were not expressly granted after first registration. A path used for decades can therefore bind you while the Folio stays silent. So supplement this with answers to the Objections and Requisitions on Title regarding rights of way and use by third parties. A walk of the site. For unregistered title, the chain of title in the Registry of Deeds must be checked.
Ireland has no nationwide register of contaminated land. For the Clontarf site, a long established residential area with no indication of former industrial use in the listing, no evidence of contamination was found in public sources. Important for your decision: liability under Section 32 of the Waste Management Act 1996 attaches to holding the land. Can therefore fall on the owner even where someone else caused the contamination. For a flat in a development, however, the land itself belongs to the owners management company, not to you alone. There is no general remediation duty tied to threshold values. Remediation is triggered by an enforcement order under waste law or, far more commonly, by conditions in a planning permission for new development. Given this picture, a separate soil investigation is not required for the purchase of an existing first floor flat.
You need:
Have the planning history of the site and the neighbouring sites checked as part of the planning search, with an eye to former industrial use. Also check the licence register and map services of the Environmental Protection Agency. Dublin City Council's waste management plan with its list of historic dumping sites. Explicitly raise the question of former use and known contamination in the requisitions on title. A Site Investigation under the EPA Code of Practice only makes sense where there is a concrete suspicion, Phase 1 as desk research, Phase 2 with boreholes.
The listing states an annual management fee of 1,818.88 € for 2026 with no breakdown. The reserve fund balance, resolved works and the management company's name are missing. This information is not publicly available. It comes from the company's own records and from the Companies Registration Office.
You need:
Through your solicitor, request. The owners management company's certificate of no outstanding contributions for the unit under Section 18 of the Multi-Unit Developments Act 2011, the annual accounts and the balance of the building investment fund under Section 19, the budget with individual line items, the minutes of the last members' meetings with an eye to planned major expenditure, the copy of the lease with its remaining term, proof that the common areas were actually transferred to the company, and the development's insurance certificate. You can also check the company's name and filings at the Companies Registration Office. Without the certificate of no arrears, outstanding service charges stay attached to the unit and fall on you.

What the ancillary costs consist of, and what you can push back against (Ireland)
For each item, how binding it is is stated. A legally fixed rate and an official tariff can be recalculated but not negotiated. A statutory upper limit can be enforced: demanding more is not permitted.
Residential property: 1 percent on the portion up to 1 million euros. Above that, 2 percent applies up to 1.5 million and 6 percent on everything further. Unbuilt land with no connected building agreement does not qualify, and instead carries the non-residential rate of 7.5 percent.
A fixed amount by value band for registering title, plus the cost of the searches (judgments, planning, bankruptcy). Not a percentage, usually a few hundred euros in total.
In Ireland a solicitor conducts the conveyance by law; there is no notary as on the continent. The fee is negotiable, usually a percentage of the price or a flat sum, plus 23 percent VAT and outlays. The solicitor must set out the costs in writing in advance.
Not compulsory, but by far the most important optional item. Because the seller does not have to disclose a structural defect, the survey is the only point at which one surfaces before signing. Usually a few hundred euros.
Paid by the seller, usually 1 to 2.5 percent plus 23 percent VAT. This creates no separate item for the buyer.
Tax base: Assessed on the purchase price. Stamp duty is banded: each slice of the price is taxed at its own band's rate, not the whole price at one rate. For a new build, stamp duty is charged on the net price without the 13.5 percent VAT it contains, so the total price must be divided by 1.135 first.
VAT on acquisition: Buying an existing home from a private seller triggers no VAT. Only the first supply of a new build by the developer carries VAT, at the reduced rate of 13.5 percent, already folded into the price. Exception with uncertainty since Budget 2026 (announced 7 October 2025). For an apartment in a multi-unit block of at least three units with shared access, only 9 percent is meant to apply until 31 December 2030. The measure depends on an EU-law 'social policy' condition whose precise scope commentators say is still unsettled, with Revenue guidance still pending. Until that is clarified, the full 13.5 percent rate is the safe assumption. Letting residential property is compulsorily exempt, with no option to charge VAT on it (section 97(4), VAT Consolidation Act 2010).
Legal status 2026-08-17. Regional rates depend on the property's location and must be checked against the applicable state law before signing.
The calculation uses your negotiation target of €252,747, not the asking price of €295,000. Calculating financing for a price this dossier advises against would be of little help. A calculated guide, not purchase or investment advice.
ANCILLARY COSTS IRLAND:
Stand Juli 2026.

Owners' association
Unpaid contributions attach to the flat itself
Outstanding service charges attach to the unit and are usually settled out of the sale price. Miss that step, and the buyer ends up facing the OMC's claim instead. The bigger risk in Ireland is an empty or underfunded sinking fund. If a roof or facade replacement comes up and the fund is empty, the cost is spread across the owners as a special levy. This levy can run into five figures. A third risk is the remaining term of the lease. Once it drops below roughly seventy years, mortgage lenders grow more cautious, which weighs on resale value.
Basis: Set out in the Multi-Unit Developments Act 2011 (section 18 service charge, section 19 building investment fund). It is also set out in the Companies Act 2014 for the OMC as a company, and the Land and Conveyancing Law Reform Act 2009 for the leasehold.
No minutes of an owners' meeting were provided
Works already resolved but not yet paid for appear in the minutes and nowhere else. Ask for the last three years. If they are missing, that in itself is an answer.
Documents you should request
- · A certificate from the OMC on outstanding service charges for the unit
- · The OMC's annual accounts and the state of the sinking fund
- · The current service charge and the budget
- · Minutes of recent members' meetings, especially on any planned major spending
- · A copy of the lease showing the remaining term
- · Confirmation that the common areas were actually transferred to the OMC
- · Proof of insurance for the development
What could NOT be assessed here
- · Which works the association has already resolved.
- · The actual balance of the reserve fund.

Structural changes to the existing property
A single one-bedroom flat of 34.5 m² on the first floor of an existing development offers no leverage for a developer. The common areas and remaining rights sit with the owners management company, and any structural change beyond the unit requires its consent. Value uplift here is only achievable through interior fit out and energy upgrades, not through additional floor area.
Potentials:
market assessment
Energy improvements inside the unit
From C3 towards B through seals, hot water, heating controls and, with the management company's consent, windows or a heat pump. Grants from the state energy agency cover part of the cost. The leverage lies in running costs and marketability, not in floor area.
Storage and fit out optimisation
Built in wardrobes, a floor to ceiling shelving solution in the storage room and a compact kitchen increase usable value on the same floor area. In small flats this feeds through to rent and resale.
Year-round use of the balcony+3 m²
Glazing in the balcony would only be permitted with the management company's consent and, because it changes the external appearance, most likely with planning permission. Before any planning, it needs to be established whether the development lies within an Architectural Conservation Area.
Improvement of the development as a whole
Insulation, windows and a central heating plant at development level raise the value of all units. This is only achievable through a resolution of the members' meeting and is therefore not leverage for an individual buyer. It is a reason to get involved on the company's board.
Clarify before any structural change
Indicative assessment from property and location data. Whether a change is permitted is decided by the building plans, the structural engineer and the owners association, not by this report.
Energy & climate risk
Energy class (estimated)
C3 (per the listing, kWh per m² per year figure not stated)
Moderate energy demand
Medium. C3 is an average figure in the Irish housing stock, better than the typical D and E ratings of older developments, but clearly below B. Combined with gas heating, a small floor area and the sheltered position of a first floor flat between other units, the heating demand is low. Without the figure this remains a classification, not a calculation.
Heating cost (estimate)
Estimate: around 700 to 1,200 € per year for heating and hot water at 34.5 m², gas heating and a C3 rating, excluding household electricity. The actual figure depends on the BER figure, on usage habits and on the gas price.
Renovation obligation
Ireland has no building specific duty to upgrade tied to a particular BER rating. There is no ban on letting or selling below a certain rating, unlike in France or Flanders. There is also no duty to replace an existing heating system in the existing stock. Gas boilers may keep running. A poor rating works through cost and grant eligibility, not through a legal duty. The Nearly Zero Energy Building standard under Part L of the Building Regulations applies to new builds, not to this property.
Location climate risks
market assessment
Coastal flooding and storm surge
Concrete and evidenced. In February 2026 the sea wall in Clontarf was overtopped at high tide, and the promenade, cycle path and car parks were under water. Clontarf is considered the city's least protected point, and according to the reports the flood defence upgrade is not planned until 2033. A first floor flat is largely protected against water ingress. What is affected is access, parking, common areas at ground level and, above all, the premium and availability of buildings insurance. Check the flood zone via the public map service for the Eircode.
Heavy rainfall
Medium. In a coastal location draining into the bay, heavy rain cannot drain away when there is flooding at the same time. Low risk for a first floor flat, relevant for the development's underground car park and parking spaces.
Summer overheating
Low to medium. The seaside location with its maritime climate limits heat peaks. However, in a flat with only one facade, cross ventilation is not possible, which is noticeable on hot days.
Storms and hail
Medium. An exposed coastal position on Dublin Bay, with corresponding wind loading on the windows, balcony and roof of the development. Relevant to the condition of the common areas and to the insurance premium.
Sensible energy measures
- Check and renew window seals and fittings, low effort with an immediate effect on draughts and heating costs
- Modernise the heating controls and thermostatic valves, eligible for a grant from the state energy agency
- Insulate the hot water cylinder and pipework, particularly in the storage room area
- Replace the windows with triple glazing, only with the management company's consent and if the development has no uniform facade requirement
- Switching from gas to a heat pump, which in a development only makes sense and qualifies for a grant on a communal basis. It needs to be pursued through the members' meeting
What counts is the official energy certificate, that is the BER certificate together with the Advisory Report, verifiable via the MPRN in the state energy agency's public register. Everything stated here is guidance based on the rating, heating system, floor area and location, not a measurement.
