What to check in Slovenia before you sign.

What a flat in Slovenia actually cost is public. Anyone who does not look it up is the only one negotiating blind, against someone who knows.

What costs the most money in Slovenia

The surveying authority has kept a register of all prices and rents actually paid since 2007. For 2025 it records around 29,400 purchase contracts worth some 3.1 billion euros in total. These figures are provisional; the authority expects 30,000 to 31,000 contracts.

Purchase costs

  • Transfer tax is paid bythe seller
  • Estate agent commissionno statutory rate
  • Notary and land registryno statutory rate

Source: Financial Administration of the Republic of Slovenia on the transfer tax. It is 2 per cent under the Act ZDPN-2. The seller is liable, unlike in Austria or Germany where the buyer pays. The parties may agree otherwise in the contract, and then the buyer pays. Agent commission, notary and land registry have no statutory rate, so no figure is given.

The trap for tenants

Slovenia has its own legal term for rent that is too high: usurious rent. It applies when a rent exceeds the customary open-market rent in the municipality for a comparable flat by more than 50 per cent. The tenant may require the municipal authority to check the amount. Location and fittings are taken into account.

Energy and the duty to renovate

Without an energy certificate no valid contract comes about. The law makes it a condition for the sale contract and for every tenancy longer than one year, not merely a duty to present it. It is valid for ten years.

What to watch for in Slovenia in particular

The asking price and the price paid are two different figures in Slovenia, and both can be checked. The listing states one, the official register the other. Whoever knows only the first negotiates against someone who knows both. The seller and the agent see the same register.

What this costs

74%

of the entire property turnover in 2025 was flats and houses. Slovenia is a housing market, not a commercial one: offices, shops and industry together came to seven per cent.

25,300

purchase contracts were concluded in 2024, the lowest level in at least four years. In 2025 the figure rose again. Buying in a thin year means fewer comparable cases, and every price estimate rests on exactly those.
